Özet

2006 yazında İsrail'in Lübnan'a saldırıyla Lübnan meselesi bir kez daha uluslararası gündemin ilk sıralarında yerini almıştır. BM Güvenlik Konseyi 1701 (2006) sayılı kararıyla hâlihazırda bölgede görev yapmakta olan Lübnan Barış Gücünün (UNIFIL) görev alanını genişletmiş ve personel sayısının artırılması için üye devletlere çağrıda bulunmuştur. Türkiye de bu çağrıya olumlu cevap veren ve UNIFIL'e asker gönderen ülkeler arasındadır. Dolayısıyla, Türkiye açısından Lübnan meselesi bu yönüyle de önem kazanmıştır. Makalede UNIFIL'ın başlangıcından bugüne özellikle hukuki açıdan yetkileri, görevleri ve geçirdiği aşamalar değerlendirilmekte ve bu çerçeve içerisinde Türkiye'nin Lübnan'a asker gönderme kararı muhtemel etkileri dikkate alınarak tartışılmaktadır.

UNITED NATIONS PEACE FORCE IN LEBANON:
An Evaluation of Its Legal Basis, Mission and Authority and the Participation of Turkey

Abstract

Lebanon issue took the first places in the international agenda again with the attack of Israel to Lebanon in the summer of 2006.United Nations Security Council called the member states to expand the territory of the UNIFIL (United Nations Force in Lebanon) that was already active in the region and increase its personel number with the decision 1701 (2006). Turkey is among the countries that responded positively and sent troops to Lebanon. Consequently, Lebanon issue gained importance with this aspect, too. The authority of the UNIFIL from its beginning untill today, its duties and stages are evaluated and, in this framework, the possible effects of the decision of Turkey on sending troops to Lebanon are discussed in the article.
